Here at Cal Dems 4 Governance we believe in real workable solutions to solve problems, not statutes that punish law-abiding gunowners.  We promote frameworks over billionaire money, implementing  workable Swiss-style licensing systems that promote trust in durable lawmaking, not bans that keep getting overturned in court.  

Our Advocacy and Policy Goals

California’s firearms laws are administered on an IT foundation crippled by technical debt and shaped by lawfare driven mandates. The result is a system where access depends on friction and failure rather than clear rules. We, as gun owning Democrats, support a tiered Swiss-style licensing structure.

  1. License the person and access tier, not each transaction
    A Swiss-style system determines eligibility up front through an objective licensing process and puts the applicant in a tier based on training, backgrounding, and initial checks, shifting California away from repeated, transaction-by-transaction background investigations.
     
  2. Continuous eligibility monitoring replaces repeated investigations
    Once licensed, eligibility is monitored on an ongoing basis like the Certificate of Eligibility; if a person becomes prohibited, the license is suspended or revoked without relying on retail-level friction.
     
  3. Status verification at purchase and pickup
    Dealers verify that the license is active at the time of purchase and again at pickup, without re-adjudicating background or suitability.
     
  4. Retains California’s political guardrails that have universal and low compliance burdens, while streamlining or removing frictional ones
    A mandatory 10-day waiting period between purchase and pickup is preserved for all transactions with exceptions for specified carveouts, allowing the model to fit California’s existing expectations while remaining license-centric.
     
  5. Organizes California’s existing gun laws into a coherent framework
    The model builds and reorganizes structures California already uses (such as continuous eligibility systems), reducing administrative burden, system failures, and legal vulnerability while maintaining oversight.


  1. No, we will work with any willing partners. We oppose any outside organization dominating or informally controlling the lawmaking process. Laws should be written through transparent, accountable public institutions, with clear responsibility for cost, enforcement, and implementation.
  2. We do not believe serious stakeholders should be excluded. Groups concerned about gun violence reflect real harm and real public fear, and those concerns deserve to be heard. Groups representing law abiding gun owners also deserve a seat.  Effective policy comes from participation, not silencing.
  3. Our position is simple. Everyone can have a seat at the table. No one should be writing the rules in the dark. When laws are designed with all stakeholders and real administrative limits in mind, compliance improves and public trust grows.


  1. The NRA and Everytown view "compliance" at opposite ends of the spectrum.
  2.  Cal Dems 4 Governance does not treat compliance as submission or coercion. Compliance is a measure of whether laws are designed in a way people can realistically follow them.
  3. When rules are clear, objective, and supported by functional systems, the spirit of the law as well as following them become evident. When laws are complex, outsourced, poorly planned, or impossible to administer, noncompliance increases regardless of intent.
  4. In our view, compliance is not something the state demands. It is something the state enables through sound governance, adequate resources, stakeholder input, and transparent implementation.
  5. A system that cannot be complied with is not a strong system. It is a warning sign that the law itself needs reform.
